Cuba and Vietnam signed a three-year defense cooperation plan following a meeting between Army Corps General Alvaro Lopez Miera, Minister of the Revolutionary Armed Forces (FAR), and General Phan Van Giang, Minister of National Defense, Cuban Foreign Ministry highlighted on its website.
