The Forecast Center of the Cuban Institute of Meteorology (INSMET), reported this morning that the center of tropical storm Elsa, was estimated at 21.4 degrees north latitude and 80.9 degrees west longitude, about 80 kilometers south of Playa Giron, Matanzas province.

Given the current course of tropical storm Elsa, Cuban President Miguel Diaz-Canel Bermudez wrote today on Twitter that "avoiding human and material loss is the motto".
