Joint Statement between the People's Republic of China and the Republic of Cuba



HAVANA, Cuba, Sep 5 (ACN) Cuba and China issued a Joint Statement on accelerating the construction of a Community of Shared Future between their nations, as a result of the recent visit to the Asian nation by Miguel Diaz-Canel, first secretary of the Central Committee of the Communist Party of Cuba and president of the country.

Due to its importance, the Cuban News Agency transmits the full statement: Joint Statement between the Republic of Cuba and the People's Republic of China on the acceleration of the construction of a Community of Shared Future between Cuba and China:

At the invitation of Comrade Xi Jinping, General Secretary of the Central Committee of the Communist Party of China (CPC) and President of the People's Republic of China, Comrade Miguel Diaz-Canel Bermudez, First Secretary of the Central Committee of the Communist Party of Cuba (PCC) and President of the Republic of Cuba, is attending the commemorative activities in China for the 80th anniversary of the Victory in the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War in China, from September 2 to 6, 2025.

During the visit, the First Secretary of the PCC Central Committee and President of the Republic of Cuba, Miguel Diaz-Canel Bermudez, and the General Secretary of the Central Committee and President of the People's Republic of China, Xi Jinping, held a cordial meeting, expressing the close friendship that unites the Parties, governments, and people of both countries.

First Secretary and President Diaz-Canel conveyed the cordial greetings of the leader of the Cuban Revolution and Army General Raul Castro Ruz to General Secretary and President Xi Jinping, who expressed his gratitude and reciprocated his greetings.

President Diaz-Canel also met with Comrade Li Xi, member of the Standing Committee of the Political Bureau of the CPC Central Committee and Secretary of the Central Commission for Discipline Inspection.

The two heads of state highly value the traditional friendship between the Republic of Cuba and the People's Republic of China (hereinafter referred to as "both parties"), and the fruitful results achieved in the development of relations and cooperation in various fields in the 65 years since the establishment of diplomatic relations.
Cuba and China are good friends, good comrades, and good brothers. The friendship between Cuba and China was forged by the historic leaders of the two countries, represented by Mao Zedong and Fidel Castro Ruz.

The 65 years of diplomatic relations have witnessed the continuous deepening of bilateral relations, which have already become a good example of sincere mutual support between developing countries and cooperative solidarity between socialist countries.

During the State Visit to China in November 2022 by the First Secretary of the Central Committee and President of the Republic of Cuba, Miguel Diaz-Canel Bermudez, the leaders of both countries reached an important consensus to jointly build the Cuba-China Community of Shared Future, the first bilateral one between China and countries in Latin America and the Caribbean.

During that visit, the Joint Declaration between the Republic of Cuba and the People's Republic of China on Deepening Binational Relations in the New Era was published.

The heads of state emphasized that ties between Cuba and China are at their best in history and reaffirmed their firm political will to advance bilateral relations to a higher level by accelerating the construction of a Cuba-China Community of Shared Future.

The two heads of state exchanged in-depth views on relations between the two Parties and countries, reaching important consensus.

They also agreed to continue strengthening strategic communication, intensifying high-level exchanges, deepening bilateral and multilateral political cooperation, promoting cooperation at all levels and in all areas, further deepening the special friendly relations between China and Cuba in the New Era, and accelerating the construction of the Cuba-China Community of Shared Future.

Cuban side warmly congratulates the Chinese side on the successful celebration of the commemorative activities for the 80th anniversary of the Victory in the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War, and highly values ​​the historic contribution of the Chinese people, under the leadership of the CPC, to the victory in the world anti-fascist war and to the defense of the cause of peace for humanity.

Cuban side highly values ​​the outstanding theoretical and practical contributions of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and expresses its hope that the Chinese people will continue to achieve new and greater achievements in the construction of socialism, under the firm leadership of Comrade Xi Jinping and the PCC.

The Chinese side highly values ​​and firmly supports the Cuban people, under the leadership of the PCC, persevering on the path of socialism and continuously exploring a development model in line with their national conditions, overcoming all difficulties.

The Chinese side also reaffirms its willingness to deepen friendship, strengthen solidarity, and expand cooperation in all fields with the Cuban side.

Cuban side reaffirms its unrestricted and unwavering adherence to the "one China" principle and the recognition that there is only one China in the world, that Taiwan is an inalienable part of Chinese territory, and that the Government of the People's Republic of China is the sole legitimate government representing all of China.

Cuban side underscores its recognition of the Taiwan question as an internal affair of China and its resolute opposition to interference by any external force.

Cuban side firmly supports the Chinese government in all its efforts to achieve national reunification and firmly opposes any form of "Taiwan independence."

Cuban side maintains that the authority of United Nations General Assembly Resolution 2758 cannot be questioned or challenged.

Cuban side firmly supports China's position on the issues of Xinjiang, Xinjiang, Hong Kong, and human rights, and resolutely rejects attempts to interfere in China's internal affairs.

Chinese side reaffirms its firm support for the Cuban people in their struggle to defend their national sovereignty against the economic, commercial, and financial blockade imposed by the United States.

The unjust and illegal US blockade harms the Cuban people's right to life and constitutes the main obstacle to Cuba's development.

Chinese side once again calls on the United States to remove Cuba from the arbitrary "list of state sponsors of terrorism."

Both sides agree to continue strengthening the special ties between the PCC and the Communist Party of China, reinforcing them as the cornerstone of bilateral relations.

Both sides also agree to further promote cooperation in economic, trade, and financial matters, among others, by leveraging existing avenues and mechanisms for exchange between the two parties to maintain close communication and coordination at all levels and in all areas through the reciprocal exchange of delegations, meetings, encounters, and exchanges of letters.

Chinese side is willing to organize theoretical seminars and symposia in priority areas for the Cuban side to strengthen the exchange and mutual learning of experiences in Party and state governance.

Both sides agree to continue supporting exchanges and cooperation between departments of the two Parties, provincial committees, community organizations, think tanks, and media outlets, in order to deepen traditional friendship and foster people-to-people connections.

Both sides agree to further strengthen friendly exchanges and cooperation between the National Assembly of People's Power of Cuba and the National People's Congress of China, expand exchanges and communication between specialized commissions and friendship groups of both sides on issues of common interest, and deepen the traditional ties of friendship between the National Assembly of People's Power of Cuba and the Chinese People's Political Consultative Conference.

Both parties agree to strengthen the coordinating role of political consultation mechanisms between the two Ministries of Foreign Affairs, in order to follow up on strategic issues of the bilateral relationship, as well as mutual support and coordination of political positions, both bilaterally and multilaterally.

The parties agree to expand practical cooperation in the economic, trade, financial, investment, aid projects, and scientific and technical fields, taking advantage of the opportunities arising from high-quality development in China and Cuba's National Economic and Social Development Plan until 2030.

Cuban side is willing to provide facilities and support. Both parties agree to deepen cooperation in science, technology, and innovation in the areas of cybersecurity, nanotechnology, life sciences, biomedicine, food production and agricultural technology, brain sciences, biodiversity, climate change, energy and the environment, digital transformation, robotics, and automation.

The two sides agree to continue promoting scientific and humanistic exchanges, the joint construction of laboratories, and collaboration in technology transfer, within the context of the Belt and Road Action Plan for Scientific and Technological Innovation.

Both sides advocate expanding cooperation in the education sector and promoting the study of Spanish and Chinese in their respective countries. The Chinese side is willing to facilitate more Cuban youth to study at Chinese universities and provide scholarships for the best students.

Cuban side proposes providing all necessary facilities for Chinese youth to study Spanish in Cuba, as well as other self-funded courses. They agree to deepen bilateral cooperation in sports, vocational training, and Marxist theoretical research, and to strengthen exchanges between universities and think tanks.

They also agree to promote and send delegations to important political, historical, economic and commercial, cultural, scientific and technological, and tourism events convened periodically by both sides to strengthen people-to-people exchanges.

In the face of the current complex and uncertain international situation, both sides reiterate their willingness to continue strengthening coordination and cooperation in the international multilateral arena, with a firm commitment to defending multilateralism, the international system, with the United Nations at its core, and the international order based on international law, opposing all forms of hegemony and unilateralism, and the incitement of confrontation between blocs and exclusive circles against specific countries.

Cuban side welcomes the Global Governance Initiative recently proposed by Comrade Xi Jinping, and believes that it will contribute to the construction of a more just and reasonable global governance system and progress toward a community with a shared future for humanity.

Cuban side also reiterates its support for the global initiatives proposed by Comrade Xi Jinping, including the Belt and Road Initiative, as well as those on Development, Security, Civilization, and Global Governance. and recognizes its inclusive and sustainable nature, in line with the aspirations of both the countries of the Global South and the common desire of all peoples to build a better world.

Cuban side is willing to actively participate in cooperation within the framework of the aforementioned initiatives.

Chinese side supports Cuba's effective integration as a partner country in BRICS and the exploration of possibilities for its cooperation with the BRICS New Development Bank (NDDB). Both sides agree that data security concerns the security and socioeconomic development of all countries.

Cuban side welcomes the Global Data Security Initiative proposed by China, and both sides are willing to deepen practical cooperation in the digital economy and promote the development of global digital governance standards, taking into account current trends in cyberspace.

Cuban side welcomes the Initiative for Global Governance of Artificial Intelligence, appreciates China's efforts to improve the rights of developing countries in the global governance of artificial intelligence, and is willing to work with China to implement the UN General Assembly resolution on "Strengthening International Cooperation in Capacity-Building in Artificial Intelligence," the "Plan of Action for Artificial Intelligence Capacity-Building for Good and for All," and the "Plan of Action on Global Governance of Artificial Intelligence."

Cuban side supports China's initiative to establish the World Organization for Cooperation on Artificial Intelligence.

Both sides agree that building a community with a shared future between China and Latin America is an important part of building a community with a shared future for humanity.

China and Latin America are already a community with a shared future, advancing hand in hand. With equal treatment as its defining characteristic, mutual benefit and win-win results as its driving force, openness and inclusiveness as its vision and quality, and the well-being of the people as its fundamental purpose, it boasts vigorous momentum and broad development prospects.

Both sides are willing to work together to promote the five agendas of solidarity, development, civilizations, peace, and peoples, and to write a new chapter in the community with a shared future between China and Latin America and the Caribbean.

Cuba warmly congratulates the successful holding of the Fourth Ministerial Meeting of the China-CELAC Forum in May this year and is willing to maintain close communication and collaboration with China, in accordance with the Beijing Declaration of the 4th Ministerial Meeting of the China-CELAC Forum and the China-CELAC Joint Action Plan for Cooperation in Key Areas (2025-2027), in order to promote the implementation of the meeting's outcomes and foster the Forum's continued development.

The two Heads of State express their satisfaction with the cooperation documents signed by both parties. First Secretary and President Miguel Diaz-Canel Bermudez expresses his sincere gratitude to Secretary General and President Xi Jinping, and to the Chinese government and people for their warm hospitality and courtesies, and reiterates his welcome to Secretary General and President Xi Jinping for another State Visit to Cuba.
