Cuba-Vietnam Joint Declaration strengthens comprehensive cooperation

HAVANA, Cuba, Sep 2 (ACN) A Joint Declaration between the Republic of Cuba and the Socialist Republic of Vietnam highlights today the strengthening of the historic relations of brotherhood and comprehensive cooperation between the two countries, on the 65th anniversary of bilateral ties.

The text, published on the Cuban Presidency's website, refers to the state visit to that Asian nation from August 31st to Tuesday by Miguel Diaz-Canel, First Secretary of the Central Committee of the Communist Party of Cuba and President of the Republic.

It states that the President, accompanied by a high-level delegation from the Cuban Party, State, and Government, responded to an invitation from the General Secretary of the Communist Party of Vietnam, To Lam, and his wife.

During his stay, Diaz-Canel held talks with To Lam, President Luong Cuong, Prime Minister Pham Minh Chinh, and National Assembly ChairmanTran Thanh Man, and attended events marking the 80th anniversary of the August Revolution and Vietnam National Day.

The program included the commemoration of 65 years of diplomatic relations, the opening of a photography exhibition on bilateral friendship, and tributes to President Ho Chi Minh and Cuban National Hero Jose Marti.

At the Vietnam Military History Museum, Diaz-Canel paid tribute to Cuban combatants who collaborated during the war and spoke with representatives of the Vietnamese business community and friendship organizations.

The parties agreed that the visit consolidates the traditional solidarity, special friendship, and comprehensive cooperation forged by Ho Chi Minh and Fidel Castro, and preserved by generations of leaders and people of both countries.

The agreements include projects in agriculture, renewable energy, the pharmaceutical industry, and biotechnology, as well as the strengthening of inter-party, parliamentary, defense, security, and foreign affairs cooperation.

The publication also indicates that instruments such as the Agreement for Rice Production in Cuba (2025-2027), memoranda on health, document management and archives, and an agreement to establish a joint venture in biotechnology were signed.

Both parties reaffirmed their commitment to expand cooperation in strategic sectors such as agriculture, new energy, the food processing industry, biotechnology, medical services, telecommunications, and tourism.

Vietnam reiterated its support for Cuba's creative resilience in the face of economic challenges and for the immediate and unconditional lifting of the economic, commercial, and financial blockade imposed by the United States.

The leaders agreed to promote exchanges of delegations, theoretical seminars, and training programs, as well as to coordinate positions in international and regional forums of political parties and progressive forces.

The visit included Vietnam's donation of 385 billion dong, equivalent to $14.5 million, as the first phase of a national campaign to support Cuba, organized by the Fatherland Front, the Red Cross, and the Union of Friendship Organizations.

Cuba and Vietnam reaffirmed that international disputes must be resolved peacefully, in accordance with international law and the United Nations Charter, and agreed to defend sovereignty, equality, and non-meddling. Diaz-Canel thanked the Party, state, and people of Vietnam for the warm welcome and cordially invited the senior leaders of that country to visit Cuba at the end of 2025.
The senior Vietnamese leaders accepted the invitation, which will be coordinated through diplomatic channels, the Joint Declaration concludes.
