HAVANA, Cuba, Jul 5 (acn) The General Comptroller of the Republic, Gladys Bejerano, said in this capital that no sustainable development in Cuba will be possible without control, during a speech to the Committee on Constitutional and Legal Affairs of Parliament.
While reporting on progress in the implementation of the plan of action derived from the accountability of her institution to the National Assembly of the People's Power (ANPP) in the previous period, she reiterated the importance that in workplaces and in everyday life state resources are controlled to prevent expressions of corruption.
During his speech, the Comptroller stressed that, taking recommendations as a starting point five objectives of work were established, aiming to improve control efforts: to strengthen its structure and functioning, complete the staff, implement the National Audit System, strengthen relations with the committees of the Assembly and coordinated work of her institution with the District Attorney's Office and the Interior Ministry to foster a culture of control and prevention in administrations.
She emphasized that progress has been made in controlling issues referred to the Guidelines approved during the 7th Congress of the Cuban Communist Party, and presently, she said, it is edifying to see how auditors work on these guidelines one by one, to find, above all, the best way to enforce them.
She assured that this work made it possible to identify and point to the Government, the Committee on the Implementation of the Guidelines and the Ministries the most repetitive deficiencies in control measures, and strengthen prevention.
Bejerano emphasized that the control action is not only to detect crimes, but when that happens they have to be comprehensive because they have an obligation to get to the end and deliver an expert report to enable the District Attorney's Office to submit it to the Court.
With regard to the exemplary nature of officials she reminded that the most important audit is received in their places of residence, in neighborhoods, when neighbors themselves observe their way of life, and asserted that the road to corruption goes through self-sufficient leaders unable to draw together a management team that checks and controls state resources.
