
HAVANA, Cuba, Nov 21 (ACN) Cuban Presidet Miguel Díaz-Canel called for the study and analysis of the Government Program to be developed as a participatory exercise and one of collective construction, with proposals from the population to correct distortions and re-boost the economy, the Granma newspaper reported.
Díaz-Canel spoke at the ordinary session of the Council of State, headed by Esteban Lazo Hernández, president of that body, and attended by Manuel Marrero Cruz, Prime Minister and head of the National Defense Council's Social-Economic Organ.
Marrero Cruz reported on the implementation of measures from the Government Program and identified recovery after the impact of Hurricane Melissa as a priority. Members of the Council of State assessed progress and pending tasks in government management, national defense and security, and social policies.
Eduardo Martínez Díaz, Deputy Prime Minister, highlighted the existence of thirteen active policies that materialize in more than thirty social programs.
He explained the establishment of the National Commission for Comprehensive Attention to Social Policies, the provincial and municipal commissions, and the operation of working groups in the People's Councils.
Martínez Díaz shared actions to strengthen the Health and Education systems and provided an update on the implementation of the Code for Children, Adolescents, and Youth.
Inés María Chapman, Deputy Prime Minister, detailed the execution of the National Program for the Advancement of Women and the Program against Racism and Racial Discrimination.
The session examined the application of general directives to prevent crime, corruption, illegalities, and social indiscipline.
Argelio Jesús Abad Vigoa, First Deputy Minister of Energy and Mines, reported that 39 of the 51 photovoltaic solar parks are synchronized, with a generation of 735 megawatts.
He stated that the participation of renewable sources increased by seven percent during 2025 and that capacities for distributed generation and thermoelectric plants using national fuel are being recovered.
Esteban Lazo highlighted that parliamentary commissions carried out partial checks on the compliance with agreements linked to the Government Program, enriched with visits to communities, workplaces, and student centers.
The Council of State approved to exercise legislative initiative before the National Assembly of People's Power with the draft law "On the exceptional reduction of the current term of office of delegates to the municipal assemblies of People's Power."
The proposal seeks to establish a difference of up to one year between the election of municipal delegates and that of national deputies, in compliance with the Fourth Transitory Provision of Law No. 127, the Electoral Law, of July 13, 2019.
If approved, the term of municipal delegates will be four years and will conclude in November 2026.
The Council of State will be tasked with calling elections for the periodic renewal of the National Assembly and the municipal assemblies of People's Power.
