According to the Web site, the position adopted by the United States and Canada, which have affected the consensus of Latin American and Caribbean countries, is responsible for that decision.
The Latin American and Caribbean nations have defended positions related to the environment and the right to free education, and have requested the lifting of the executive order of U.S. President Barack Obama against Venezuela.
The 7th Summit, which is expected to bring together representatives of 35 countries of the region, will be inaugurated on April 10.
Many heads of state and government, including Cuban President Raúl Castro, Evo Morales of Bolivia, Rafael Correa of Ecuador and Nicolás Maduro of Venezuela, among others, have already confirmed their attendance.
