HAVANA, Cuba, Sep 3 (acn) Colombia's Revolutionary Armed Forces-People's Army (FARC-EP) announced new proposals on the issue related to the victims of the armed conflict in an effort to advance the peace process agenda underway in Havana.
The announcement was made in Havana by guerrilla's spokesperson Ricardo Telles before a new round of talks kicked off on Wednesday.
The first proposal is related to the historic truth of the conflict its clarification and impact on the population. The initiative includes the setting up of an independent and autonomous Truth Commission which would contribute to clarify the truth about the victimization and serious violations of human rights.
For the guerrillas, the final report of the Commission will be binding to the parties and the clarification of the truth will lead to the setting up of a Center of the historic memory of the movements, social and people's organizations.
The proposal by the guerrillas undoubtedly widen the horizon of the peace talks in terms of the rights of the victims and stand for an important announcement as the delegations from both sides are now about to hold a new hearing with a new delegation of the victims.
