European Union Foreign Policy Chief arrives in Cuba to strengthen relationsHAVANA, Cuba, Jan 3 (ACN) High Representative for Foreign Policy of the European Union (EU), Federica Mogherini, starts this Wednesday an official two-day visit to Cuba to strengthen bilateral relations.

Mogherini arrives at a new stage of the ties, after the entry into force - the first of last November - of the agreement in which Havana and Brussels established the lines for political dialogue and cooperation, and which will be provisional, until the parliaments of the 28 member states of the EU ratify it.

During her stay in the island, the High Representative of the EU will work with the Cuban government to achieve an early implementation of the agreement that provides for better bilateral cooperation and the development of joint actions in multilateral forums.

As reported in a press release by the Office of the High Representative, there will also be the first meeting of the EU-Cuba Joint Council at the ministerial level, within the framework of what was achieved in the agreement, the first of a bilateral nature signed by the parties.

Areas of common interest that can be addressed in the agreement include renewable energies, rural development, the environment, cooperation, foreign investment, security and job creation, among others.

In addition, the agreement reached to leave behind the badly called "common position" of the EU towards Cuba, a unilateral and restrictive policy, under which the Europeans conditioned their relationship with the island since 1996.

On her first day in Cuba, Federica Mogherini will give a lecture at the San Geronimo University, in Old Havana, on the relations between the European Union and Latin America.

The vice-president of the European Commission will also visit the historic center of the capital and visit a center for teenagers, financed with funds from European cooperation, with the support of the United Nations Children's Fund (Unicef) and the Office of the Historian.

This Wednesday Mogherini will meet with the Cuban Minister of Foreign Trade and Foreign Investment, Rodrigo Malmierca.

For Thursday, she plans a meeting with Esteban Lazo, President of the National Assembly of People's Power and the official meeting with the Minister of Foreign Affairs, Bruno Rodríguez Parrilla.

She was in Havana in March 2016 to promote the political dialogue between the EU and Cuba, when both sides were close to finalizing the bilateral agreement, on which occasion she was received by Army General Raúl Castro Ruz, President of the Councils of State and Ministers.

The links between Cuba and the European Union are in good condition and according to the Cuban authorities they are developing in a positive way, characterized by a favorable exchange and political dialogue.
