HAVANA, Cuba, Jun 4 (ACN) A Decree-Law on the use of nuclear energy and ionizing radiations expected to contribute to socioeconomic development came into force in Cuba following its approval in February last year by the Council of State.
According to José Fidel Santana Núñez, First Deputy Minister of Science, Technology and the Environment (CITMA), it is a top-level improved and strengthened legal normative, consistent with the country’s international commitments and built on previous related legislation enforced by the National Regulatory Authority, headed by the Office of Environmental Regulation and Safety (ORSA) of CITMA’s Nuclear Energy and Advanced Technology Agency.
Rosbell Bosch Robaina, head of the Nuclear Safety Division at ORSA, described its specific functions in view of the need to enhance and harmonize the national normative for a better implementation of provisions linked to Nuclear and Radiological Safety, Nuclear Security and Physical Protection, Nuclear Disarmament and Non-Proliferation, and civil liability for damages therefrom.
He pointed out that its 14 chapters address issues related to regulatory controls, notification and authorization rules, inspection and punitive actions, radiological protection, radioactive sources, waste and disused source management, transportation of materials, preparedness and response, and safeguards.
