HAVANA, Cuba, Jan 17 (ACN) The right to work, social reinsertion, education and employment, as well as special safeguards for young people, are covered by the main provisions of Decree-Law 81/2023 “On the special labor regime for prison inmates who work in or outside the penitentiaries”.
Issued by the Ministry of Labor and Social Security (MTSS), the new legislation is aimed at Cuban or foreign individuals serving time or remanded in custody that hold jobs in or outside the prison facility.
It also regulates the legal labor relations established between inmates fit to and willing to work and the prison authorities with a view to formalizing the paid job and its possible benefits, as well as the number of working hours, holidays and wage scales for inmates between the ages of 17 and 18.
The provisions of Decree-Law 81 respond, as its title states, to a special regime designed on the basis of similar legislations in other countries, although Cuba has a definite edge over them in terms of social and labor protection, according to Olgalidi Alapón Travieso, an expert in Legal Policies and International Relations.
