Regulations published in Official Gazette reflect economic and social transformations in Cuba

HAVANA, Cuba, Aug 31 (ACN) Dozens of regulations published so far in 2021 in the Official Gazette of the Republic, most of them already in force, are an expression of the economic and social transformations taking place in Cuba despite the pandemic, the world crisis and the economic, commercial and financial blockade of the United States, full of treachery and ruthlessness.

The year opened with the implementation -starting on the very 1st of January- of the Ordering Task with its corresponding decree-laws, decrees and resolutions, as contained in the extraordinary edition No. 68 of December 10, 2020, although in the first quarter some measures would be corrected and perfected in response to just popular claims.

But in these nine months of one of the most complex economic processes assumed by the nation, both the population and the institutions of the State have seen how in an orderly manner, depending on the context, regulations have been approved to continue advancing in the monetary and exchange rate unification, the gradual elimination of excessive subsidies and undue gratuities and in the transformations in income.

The Official Gazette has included in its publications the necessary legal framework also regarding the complementarity between the socialist state enterprise and the non-state sector, to encourage local development, competitiveness, savings, increased efficiency and motivation for work, to defend national production, to banish the import mentality, and to maintain an active environmental policy in harmony with the social order.

It also reflects Cuba's projection in terms of planning, market regulation mainly by indirect methods, the dynamizing role of domestic demand for the economy, providing greater management autonomy to the business sector and the municipality, and actions such as temporarily not accepting US dollars, in the interest of protecting the country from the serious damage caused by the blockade.

Great impact have had the regulations on the improvement of the actors of the economy (from the state enterprise to micro, small and medium enterprises), the trade of agricultural products, payment systems, the use of cryptocurrencies in Cuban territory and the import, without commercial character, by natural persons, of food, medicines and toiletries, as well as equipment, parts and pieces that produce or function as renewable sources of energy.

Along with the agreement adopted, either by the Council of State or the Council of Ministers, there are complementary resolutions and regulations issued by the economic and planning, banking, financial and price, tax, customs, domestic and foreign trade, sanitary, food, judicial, labor and social assistance, and environmental agencies, among others.

Some regulations repeal, modify or update existing legislation, and in most of them underlies the spirit - and concretion - of aspects of the Conceptualization of the Cuban economic and social model of socialist development, of the National Plan for Economic and Social Development until 2030 synchronized with the objectives and goals of the 2030 Agenda (of the United Nations), and of the Guidelines approved at the 7th and 8th Congresses of the Communist Party of Cuba.

Therefore, the number of citizens and entities that daily access the Gazette in search of any legislation or measure -sometimes announced in advance by the corresponding authorities-, which impact the lives of the people and the development of the nation and whose implementation is subjected to be published first, as a trend, on the website of the referred legal body served by the Ministry of Justice, has increased by far.

The exercise of public powers is associated with the principle of normative publicity, which implies the knowledge of the law by its addressees and its consequent entry into force, as the Official Gazette itself states in its introduction of its services, but without intending to do so, it goes beyond that.

Besides contributing to strengthen the country's institutionality, to strengthen its entire legislative framework and to provide citizens with a true culture of legality, it is gathering for the daily and future history, in chronological order, the efforts and economic and social transformations of a nation currently submitted to great challenges.
