U.S. Declassified Memo Points at Author of 1976 Terrorist Bombing of Cuban Plane

HAVANA, Cuba, Jun 5(acn) A U.S. State Department's recently declassified document, dating from 1976, fingers at Luis Posada Carriles as the most probable mastermind behind the terrorist bombing that year of a Cubana airlines jet, which claimed all 73 lives on board.

The memo, which was sent to former U.S. Secretary of State Henry Kissinger by two high-level officials, considers the accusations of Cuban leader Fidel Castro on Washington´s involvement in the terrorist action that was perpetrated on October 6, 1976 off the coasts of Barbados.
The document, declassified this Wednesday, also reveals concerns by the Department of State about the links between the CIA and extremist groups of Cubans in the U.S. Southern state of Florida, including individuals involved in the terrorist actions, such as Hernan Ricardo, Freddy Lugo, Luis Posada Carriles, Orlando Bosch, Frank Castro, and
others.
The memo was signed by the director of the State Department's Intelligence and Investigation, Harold H. Saunders, and by the Under-secretary of State for Inter-American Affairs, Harry W. Shlaudeman.
Cuba has denounced in numerous occasions and in many international scenarios that the bombing of the plane was perpetrated by CIA agents of Venezuelan origin, Hernan Ricardo and Freddy Lugo. These two men planted the bombs at the orders of Cuban-origin terrorists Luis Posada Carriles and Orlando Bosch.
