HAVANA, Cuba, January 6 (ACN) Ambassador Ernesto Soberón Guzmán, Permanent Representative of Cuba to the United Nations, denounced the United States' military aggression against the Bolivarian Republic of Venezuela on Monday at an emergency meeting of the Security Council, and demanded the immediate release of President Nicolás Maduro Moros and Deputy Cilia Flores.
During his address, as reported by the Ministry of Foreign Affairs website, Cubaminrex, Soberón Guzmán stated that the US attack constitutes a criminal act and a violation of International Law and the UN Charter, while reiterating Cuba's absolute support for the Venezuelan people and government.
The diplomat recalled that since September 2015, Cuba had warned about Washington's hegemonic plans against Venezuela and the region, and noted that on December 23, the escalation of actions aimed at overthrowing the legitimate government of Caracas was presented to the Council itself.
According to the Cuban representative, the United States resorted to extrajudicial killings, maritime terrorism against oil tankers in international waters, naval blockades, and smear campaigns, in addition to unilateral coercive measures that caused economic strangulation and psychological warfare.
On January 3, U.S. military forces brutally attacked Venezuela and kidnapped its constitutional president, Nicolás Maduro, and congresswoman Cilia Flores, an act that Cuba condemned as barbaric and unacceptable.
In the attack, 32 Cubans lost their lives while carrying out missions representing the Revolutionary Armed Forces and the Ministry of the Interior, at the request of their Venezuelan counterparts.
The combatants fell in combat or as a result of bombings, after offering fierce resistance.
Soberón Guzmán emphasized that the ultimate objective of the aggression is not the fight against drug trafficking, but rather the control of Venezuela's natural resources, in line with the imperialist doctrine of domination and the outdated Monroe Doctrine.
Cuba called for an urgent response from the international community against this attack, which threatens regional and global peace and security, and urged governments, parliaments, and social movements to condemn this act of state terrorism.
The Ambassador concluded by reaffirming Cuba's adherence to the Proclamation of Latin America and the Caribbean as a Zone of Peace, and called for firm action in defense of international law and the sovereignty of peoples.
Due to its importance, the Cuban News Agency (ACN) reproduces in full the address of the Cuban representative:
Statement by the Republic of Cuba at the Security Council Emergency Meeting on the U.S. Military Aggression against Venezuela.
January 5, 2026.
Ambassador Ernesto Soberón Guzmán, Permanent Representative of Cuba to the United Nations
Mr. President:
Since September of last year, Cuba has been denouncing the hegemonic and criminal plans of the United States and its aggressive projection against Venezuela and the region.
We have clearly outlined the serious and unpredictable consequences of the irresponsible conduct of the U.S. government for the political, social, and economic stability of Latin America and the Caribbean, and more generally for international peace and stability.
On December 23, we outlined in this same publication the sequence and escalation of actions carried out by the United States in record time to forcibly overthrow the legitimate and constitutional government of Venezuela and dismantle the Civic-Military Union.
The United States resorted to various maneuvers to realize its plans for domination, including vile extrajudicial killings and acts of piracy, maritime terrorism against oil tankers and their crews in international waters of the Caribbean Sea, the imposition of an illegal naval blockade against Venezuela, and the politically motivated designation of its legitimate government as a foreign terrorist organization.
Previously, it had subjected the country to prolonged unilateral coercive measures, economic strangulation, smear campaigns, and attacks against some of its key institutions, exposing it to a brutal psychological warfare campaign.
With utter disregard for the Charter of the United Nations and International Law, including relevant resolutions adopted by this Council and the General Assembly, on January 3, U.S. military forces brutally and treacherously attacked Venezuela and, in an unacceptable and barbaric act, kidnapped its legitimate president, Nicolás Maduro, and his wife, Cilia Flores.
Cuba condemns in the strongest terms the U.S. military aggression against Venezuela, while categorically reiterating its absolute support and solidarity with the Venezuelan people and government and joining the call for the U.S. government to release the constitutional president, Nicolás Maduro Moros, and his wife, Cilia Flores.
In the criminal attack perpetrated by the United States, 32 Cubans lost their lives in combat.
They were carrying out missions representing the Revolutionary Armed Forces and the Ministry of the Interior, at the request of their counterparts in that country.
Our compatriots honorably fulfilled their duty and fell, after fierce resistance, in direct combat against the attackers or as a result of the bombing of the facilities. Through their heroic actions, they embodied the solidarity of millions of their fellow citizens.
Mr. President:
The cowardly US aggression against Venezuela is a criminal act, a violation of International Law and the UN Charter.
It constitutes a dangerous escalation of the war campaign waged for years by the United States against that sister nation, which intensified in September 2025 with the aggressive naval deployment in the Caribbean Sea, under mendacious pretexts and unfounded accusations devoid of any evidence.
The US military attack against Venezuela has no justification whatsoever, is not a response to any provocation, and lacks legitimacy.
It is based on the aberrant doctrine of “peace through strength” and undermines the stability and peace that has characterized our Latin American and Caribbean region for years.
It seeks to bring about a change in the constitutional order of the Bolivarian Republic of Venezuela, freely chosen by its people.
Its ultimate goal is not the false narrative of combating drug trafficking, but rather control over Venezuela's lands and natural resources, as has been openly and brazenly declared by President Trump and his Secretary of State.
This is an imperialist and fascist aggression with the aim of domination, seeking to revive US hegemonic ambitions over Our America, rooted in the antiquated Monroe Doctrine.
It also seeks to intimidate and subjugate the governments of Latin America and the Caribbean. Cuba calls for an urgent response from the international community against this criminal attack on Venezuela, a peaceful nation that has not attacked the US or any other country.
We call on all governments, parliaments, social movements, and peoples of the world to condemn the US military aggression against Venezuela and to confront this act of state terrorism that threatens international peace and security and seeks to impose a new doctrine of US imperialist domination in Latin America and the Caribbean and the world.
Mr. President:
The recent statements regarding imperialist plans to steer Venezuela toward a supposedly safe, appropriate, and prudent transition are completely unacceptable.
In the US vision of domination, this amounts to imposing a puppet government, subservient to its rapacious objectives, particularly the unrestricted access to and plunder of natural resources that rightfully belong to the Venezuelan people.
Determining Venezuela's destiny is the exclusive right of its people, without external interference.
If the US government, lacking any moral authority, truly cared about the peace, freedom, and justice of Venezuelans, it would not have bombed this territory with utter disregard for the lives, sovereignty, and territorial integrity of this nation.
I conclude by reaffirming our unwavering commitment to the Proclamation of Latin America and the Caribbean as a Zone of Peace and by calling for action with the firmness and determination that current circumstances demand, always in defense of International Law and a future of peace for all the peoples of Our America and the world.
Thank you very much.
