Cuban Parliament approves Law on Contraventions and Administrative Sanctions



HAVANA, Cuba, Jul 18 (ACN) The National Assembly of People's Power (ANPP) approved the Law on the General Regime of Contraventions and Administrative Sanctions during the 5th Ordinary Session of the 10th Legislature.

In presence of Miguel Diaz-Canel Bermudez, First Secretary of the Party's Central Committee and President of the Republic, Oscar Manuel Silvera Martinez, Minister of Justice (Minjus), emphasized the need to modify, update, and unify in a single law the conduct that constitutes violations against citizen security and public order.

Therefore, he described the new law as an effective tool for compliance with the law, in addition to having been drafted under the principles of the Constitution of the Republic and after 10 years of collaborative work by specialists from various agencies.

Last January, the draft bill was published on the Ministry of Justice's website to enrich it with the opinions and proposals of legal experts, specialists, and the public, and it was analyzed with the deputies on June 16 and 18.

Jose Luis Toledo Santander, president of the Parliament's Constitutional and Legal Affairs Committee, explained when presenting the opinion that the law includes general precepts, that is, definitions, principles, sanctioning systems, and rules.

Because these are conduct that does not constitute a crime, nor does it affect or endanger social life, public order, and general well-being, the sanctions for both individuals and legal entities range from fines to suspension and cancellation of licenses, permits, and other authorizations, the suspension of equipment, the obligation to act, and confiscation.
The National Revolutionary Police and the inspection bodies authorized for such purposes are designated as sanctioning authorities with the authority to address violations provided for in the law.

The remaining bills that will be submitted Friday for approval by the National Assembly (ANPP) are those on the Cuban Sports System, Civil Registry, and the Code for Children, Adolescents, and Youth.
