
HAVANA, Cuba, July 4 (ACN) During the activities of the Exposition Fair of the 15th International Convention on Environment and Development at the Havana Convention Center, Law 150/2022 on the Natural Resources and Environment System was presented in book format.
This space, led by Odalys Goicochea Cardoso, Director General of the Environment, served to inform the participants about the content of the regulatory text.
The director explained that it is essential to have environmental legislation consistent with the planet's challenges regarding biological diversity, climate change, and elements linked to environmental quality.
Goicochea Cardoso stated that this law conceptualizes natural resources and their proper use within the national territory, under the supervision of entities or organizations led by the Ministry of Science, Technology, and Environment.
Among the new features of Law 150 are the incorporation of the environmental dimension into economic and social development plans, and the integration of strategic environmental assessment from the very beginning of development programs, she said.
In addition, it introduces the concept of environmental damage and establishes civil and criminal liability for causing it, the specialist added.
The law also emphasizes climate change adaptation and mitigation with a focus on short-, medium-, and long-term planning, which includes the creation of financial and economic instruments to support environmental management and implement policies for resilient, low-greenhouse gas emission development, she stated.
Finally, it incorporates Strategic Environmental Assessment as a fundamental tool from the planning stage of programs and projects, ensuring that environmental considerations are integrated from the outset, Goicochea Cardoso added.
This document reinforces Cuba's commitment to various global treaties and conventions, such as the United Nations Framework Convention on Climate Change.
