Cuban Official Gazette publishes new rules for science system



HAVANA, Cuba, Feb 25 (ACN) The Official Gazette of the Republic of Cuba published today in an ordinary edition Decree-Law 96/2024 that modifies number seven on the Science, Technology and Innovation System (SCTI), related to the financing of its activities.

The constitutional provision has to do with Science and Technology Parks, and Science and Technology Enterprises that function as an interface between universities and productive and service entities.

A detailed explanation of its aspects was offered today by executives of the Ministry of Science, Technology and Environment (CITMA by its Spanish acronym), regarding the granting of the category of High Technology Enterprises (EAT by its Spanish acronym), and the regulations for the System of SCTI Programs and Projects.

Jose Fidel Santana Nuñez, deputy prime minister of CITMA, pointed out at a press conference that the experience gained in the process of implementing Decree-Law 7, in the current complex circumstances of the Cuban economy, makes it advisable to continue improving its scientific planning and financing systems.

In summary, the updating of such norms are aimed at incorporating the economic incentives of the system in question to the retirement of its authors and the nature of the benefits of the FONCI. In addition to promoting new incentives, strengthening the innovative structures of science, technology and innovation and making the system of programs and projects more flexible.
