HAVANA, Cuba, Dec 21 (ACN) With Army General Raúl Castro Ruz and President Miguel Díaz-Canel Bermúdez present, Cuban deputies examined today Act 143 on Criminal Proceedings, a legal text tailored to the requirements of a modern criminal justice system based on constitutional principles and consistent with the demands of socialist rule of law.
Rubén Remigio Ferro, president of the People's Supreme Court, remarked that the said legislation strikes a better balance between security and legal safeguards and strengthens the foundations of the fight against crime through preventive measures and sanctions issued by the Governing Council of the Supreme Court.
“In 2023, 15,452 people were tried and 95 % of them convicted,” he reported. “The most serious crimes taking into account the damage they inflict were the illegal slaughter of livestock, drug trafficking, embezzlement, burglary, violent theft, robbery, bribery, and assault.”
The Act strictly follows the principle that every person accused has the right to defense and to have an attorney following their indictment, which marks the beginning of the legal proceedings. Accordingly, 157,217 contracts were established in this respect.
As to the penal reform, 16 provisions related to the Criminal Proceedings Act, the Penal Code and the Execution Act were issued.
