HAVANA, Cuba, Dec 20 (ACN) The popular consultation on the draft Family Code will be held in February, March and April, said Alina Balseiro Gutiérrez, president of the National Electoral Council.
During the activities prior to the 8th ordinary period of sessions of the National Assembly of People's Power (ANPP) in its IX Legislature, the official pointed out that in January the electoral authorities of the circumscription, special commissions and information processing groups will be trained.
Likewise, meetings have been scheduled with the ANPP to clarify organizational issues and a practical exercise will be held at the end of that month with the participation of the constituency commissions.
For this democratic process, 78,110 meeting points were determined in the communities, which will be attended by jurists, and each voter will have the right to bring his proposals, whether for modification, addition, elimination or doubts, favorable and others, he added.
Deputy Balseiro assured that the local offices have been identified, as well as the collaborators and supervisors for the necessary transparency and control of this activity.
She also announced that a special commission was created at the Ministry of Foreign Affairs (Minrex) that will process the responses issued in the embassies and by the collaborators abroad, and through a web page set up by that agency, the opinions of Cubans living abroad will be collected.
The constitution and inauguration of the members of the special electoral commissions of the Minrex and the Ministry of the Revolutionary Armed Forces is expected to take place between the 24th and 30th of this month.
In addition Cubans will be able to send their evaluations to the post office set up by the ANPP, and the University of Informatics Sciences developed an application that contributes to the preparation of voters.
Likewise, two computer systems (XISCOP and GEMA-CEN) were guaranteed for this process, on which pilot tests have been carried out to check their operation, with satisfactory results.
It is estimated that the proposals will be delivered to the Cuban Parliament in May for processing and consolidation, and two informative reviews will be carried out beforehand, added the President of the National Electoral Council.
The parliamentarians emphasized that in the popular consultations each person is totally free to express his or her opinion or criterion and no discussions should be established with the voters for their considerations.
