HAVANA, Cuba, Dec 11 (ACN) The Public Health bill was presented to the Cuban Parliament during a joint session of the Health and Sports and the Constitutional and Legal Affairs commissions, prior to the 10th Ordinary Session of the 9th Legislature of the National Assembly of People's Power (ANPP).
Minister of Public Health José Angel Portal Miranda remarked that the new regulation, on which professionals from various fields of health care have been working since 2019, ratifies public health as a right of the people and the Ministry of Public Health as its governing body, based on the due protection of people’s constitutional guarantees and on the introduction of ethical values in the medical training and practice.
Portal Miranda said that the document proposes the concept of health care, protection and recovery services; updates the organization and obligations of the State and the Government to ensure the provision of accessible, free and quality services; and includes the duties of the users, among other novelties such as the concepts of One Health and of the human being’s relationship with the environment.
A new feature is the recognition of euthanasia as a person's right to a dignified death and as a form of health care based on a medical procedure that causes death, albeit its implementation also needs to rely on a legal provision of higher rank, he said.
