HAVANA, Cuba, Aug 23 (ACN) The meetings to prepare the territories for the successful implementation of the new regulations for micro, small and medium-sized enterprises (MSMEs), non-agricultural cooperatives (CNA) and self-employment (TPC by its Spanish acronym) began on Thursday in the western provinces of Pinar del Rio and Artemisa.
In their tours throughout the country, representatives of the National Institute of Non-State Economic Actors, the Ministries of Economy and Planning (MEP), Labor and Social Security (MTSS by its Spanish acronym) and Domestic Trade (MINCIN by its Spanish acronym), and the National Tax Administration Office (ONAT by its Spanish acronym), will explain the scope and details of such provisions.
These are six decrees laws, two decrees and complementary resolutions published on Monday 19 in the Official Gazette number 78, which will enter into force 30 days after that date, for which reason it is necessary that there is a thorough knowledge and understanding of their contents by managers and specialists, by the partners of the management forms and the population.
Although such provisions are the result of several consultations carried out since 2023 with provincial governments, national agencies and entities, as well as non-state economic actors, the preparation of the conditions for their implementation includes seminars and communication actions by all possible means.
A publication on X by Yohana Odriozola Guitar, MEP deputy minister, reports the beginning of these discussions in the Pinar del Rio and Artemisa provinces, which will be used to respond to concerns and doubts, and to listen to recommendations from the agencies and sectors involved, as feedback.
According to Lazara Mercedes Lopez Acea, president of the new institute, the decrees-laws, decrees and complementary resolutions announced are a response to distortions or gaps in the non-state activity, largely arising from the lack of control and set their order.
In other words, she said, the idea is that MSMEs, CNAs and the TPC act within a legal framework, contribute to the treasury and to the welfare not only of themselves but also of society, and become true complements to the Cuban economy.
