HAVANA, Cuba, Sep 29 (acn) Cuba rejects the promotion by Washington of programs without official consent or consultation through the channels established for such exchange, said the deputy-director general for the United States at the Cuban Foreign Ministry Gustavo Machin.
Machin gave his statement during a press conference in Havana while responding to a question on the summer scholarship programs for Cuban youngsters promoted by World Learning Non-Government Organization.
The press conference was to announce the fourth session of the fourth US-Cuba bilateral commission to open Thrusday in Washington to review the achievements reached over the past four years during efforts towards the normalization of relations between the two countries.
The reestablishment of diplomatic links was made on the basis of respect for sovereignty and equality, said Machin, who insisted that once two countries reestablish relations they set up official channels for any kind of bilateral exchange, and this is being done between Cub and the rest of diplomatic missions based in Havana.
Communication between the US embassy and the Cuban Foreign Ministry is fluid and we have talked issues not only related to World Learning, but also others they try to implement without any coordination with the Cuban state, Machine noted.
The diplomat explained that Cuba´s position is not contrary to the promotion of cooperation and exchange between the two countries, as he noted that "We are officially collaborating to implement a program proposed by the US embassy and the State Department about teaching English Language in Cuba and this project is working." He also recalled that before Washington and Havana reestablished diplomatic relations, Cuba and US institutions were already exchanging in scientific , academic and university-related issues.
